Biography

Dr. Arthur To DPM earned his Doctor of Podiatric Medicine (D.P.M.) degree from Western University of Health Sciences with induction into the Pi Delta National Podiatric Honor Society and Dean’s List honors. He completed his Reconstructive Rearfoot and Ankle (RRA) surgical residency at Yale New Haven Health, where he received advanced training in trauma, sports injuries, and diabetic limb preservation. Dr. To specializes in reconstructive surgery, diabetic limb salvage, and complex wound care, treating conditions involving tendon and ligament injuries, post-traumatic deformity, arthritic conditions, and diabetic foot complications. He incorporates modern techniques including tendon transfers, osteotomies, soft tissue reconstruction, biologic grafting, and staged salvage protocols. He is Board Certified by the American Board of Podiatric Medicine, Board Qualified in Foot Surgery by the American Board of Foot and Ankle Surgery, and holds surgical privileges at Virginia Hospital Center and Fairfax Surgical Center. His background includes research at Oregon Health & Science University, publication in the Journal of Foot and Ankle Surgery, and participation in global health initiatives in Vietnam and Thailand.
